On May 23, 2011 Russia’s Federal Customs Service entered into an Agreement on Communication between the Service and Non-Profit Partnership Self-Regulatory Organization for distribution of high-quality pharmaceutical drugs on the pharmaceutical market Pharmaceutical Market’s Standards (NP SRO PMS). On behalf of the Service the Agreement was signed by A. Yu. Belyaninov, Director of the Service, and on behalf of NP SRO PMS — by Director O. V. Moiseenkov.

Pharmaceutical drugs are a commodity of social importance, and ensuring safety of imported drugs is an essential task that customs authorities need to tackle to safeguard the health and life of Russian people.

The Agreement will help ensure stricter control over the quality of imported drugs by establishing an online system for exchanging data on registered participants of foreign economic activities and conformity declarations on imported drugs.

Through their cooperation, customs officials and members of the Non-Profit Partnership will improve the procedure of e-declaration of drugs to eliminate the necessity to deliver a bunch of documents at the customs.

The common information space with a uniform commodity code helps indentify all drugs delivered to the Russian drug market, obtain information on the exact number of supplied and shipped drugs, monitor the transfer of rights from one link of the logistics chain to another, and to implement the e-document flow system.

The next step within the collaboration framework is development and implementation of a set of standards to ensure the safety of imported drugs, to work out advanced customs clearance technologies, on the one hand, and to facilitate customs clearance procedures, on the other hand.
